Context

The United Nations Support Mission in Libya (UNSMIL), mandated by UN Security Council resolution 2796 (2025), supports Libyan stakeholders in advancing an inclusive, Libyan‑led political process aimed at restoring unified institutions and holding national elections. In line with its mandate, UNSMIL facilitates dialogue among political actors, promotes national reconciliation, advances human rights, and encourages the meaningful participation of civil society, women, youth, and persons with disabilities. Under the leadership of the Special Representative of the Secretary‑General, UNSMIL is implementing a political roadmap centered on three pillars: establishing a viable electoral framework, unifying institutions, and advancing a Structured Dialogue. Launched in December 2025, the Structured Dialogue brings together approximately 120 diverse Libyans to address governance, economic, security, and reconciliation issues. This assignment directly supports the governance and economy tracks of the Dialogue, contributing to consensus‑building and informed political engagement.

Description of Duties

  • Support preparation, organization, and implementation of the governance and economy tracks of the Structured Dialogue.
  • Assist with research, logistics, coordination, note‑taking, and documentation related to Dialogue activities.
  • Monitor political and economic developments in Libya and provide timely updates and analyses.
  • Draft briefing notes, background papers, correspondence, reports, and talking points in Arabic and English.
  • Support coordination with UNDP counterparts involved in the Structured Dialogue, as required.
  • Ensure compliance with UNSMIL administrative procedures and mandatory requirements.
  • Perform other related tasks as assigned by supervisors.

Profile Requirements

  • Bachelor’s degree in international relations, political science, social sciences, law, economics, or related fields.
  • Minimum 3 years of professional experience in political analysis, stakeholder engagement, or related areas.
  • Strong understanding of Libya’s political and economic context and institutional landscape.
  • Proven experience supporting meetings, dialogue processes, or consultation forums.
  • Excellent analytical, drafting, and reporting skills in Arabic and English.
  • Strong organizational, coordination, and digital literacy skills.
  • Ability to work independently in a multicultural, high‑pressure environment with integrity and discretion.
  • Experience supporting political dialogue or reconciliation processes in Libya is an asset.
