Position Overview

The Security Engineering Lead is the domain leader accountable for the Security Engineering pillar within the Manila Cyber Delivery Centre. The role exists to build an engineering capability that can consistently implement and operationalise security controls and platforms at enterprise scale, aligned to global Cyber engineering standards.

This is a technical leadership role with explicit accountability for delivery quality, standardised engineering patterns, and engineering maturity. You will lead managers and senior engineers across multiple engineering sub-domains and ensure solutions are resilient, maintainable, and ready for operations.

The ideal candidate is energised by turning strategy into real capability, building repeatable engineering methods, and developing strong engineers who care about craft, quality, and outcomes.

Role Scope and Accountability

Reporting

  • Reports to the Manila Cyber Delivery Centre Lead.
  • Functional reporting line to the Global Security Engineering Lead.
  • Partners with Sales and Enablement to ensure engineering solutions are scoped correctly and deliverable.

Accountabilities

  • Engineering delivery quality across the Security Engineering portfolio delivered from Manila.
  • Adoption and enforcement of engineering standards, patterns, and quality controls, including project-to-operations handover discipline.
  • Tooling and platform alignment to global engineering direction.
  • Capability maturity and people depth across engineering sub-domains.
  • Support modular capability delivery across managed service, managed platform service, and staff augmentation models.

Domain Scope

  • Security Project Engineering: security roadmap implementation; third party security integration, etc.
  • Data Security Engineering: cryptography; key and certificate management; data loss prevention, etc.
  • Secure Identity and Access Management: access certifications; segregation of duties; multi-factor authentication; privileged access management; IAM engineering, etc.
  • Application Security Engineering: DevSecOps; enterprise application security, etc.
  • Infrastructure Security Engineering: perimeter security; network infrastructure security; network access control; endpoint security, etc.

Key Responsibilities

  • Lead delivery of security engineering implementations and integrations; assure quality, resilience, and consistency across engagements.
  • Define and enforce repeatable engineering patterns, standards, and build quality gates; reduce bespoke delivery drift.
  • Own project-to-operations handover discipline so capabilities can be run effectively by Security Operations.
  • Develop engineering leaders and senior engineers; build leadership depth and succession across sub-domains.
  • Partner with Strategy and Architecture to ensure designs are implementable and with Operations to ensure operability and maintainability.
  • Provide credible engineering input to pursuits: solution approach, integration assumptions, resourcing model, delivery risks, and client dependencies.

Minimum Qualifications

  • Typically 10 to 14 years of relevant experience in security engineering roles, including leadership responsibility.
  • Certifications preferred: CISSP and relevant vendor certifications (for example Microsoft, Palo Alto, AWS, Google), or equivalent.
