The Director of Safety & Security is responsible for providing strategic leadership and governance of the safety, security, risk management and emergency preparedness framework for TEG Assets-managed assets, operations and developments, including Boardwalk precinct, Syopz, student residences, car parks, public spaces and future developments.

The role is accountable for creating a safe, secure and resilient environment through proactive risk prevention, effective governance, policies and SOPs, regulatory compliance, trained personnel, engaged teams and technology-enabled safety and security systems.

While Taylor’s University manages its academic operations, the role is responsible for ensuring strong alignment, coordination and integration with Taylor’s University and relevant stakeholders to deliver a consistent safety and security approach across Taylor’s Lakeside Campus.

The incumbent also plays a key role in new developments undertaken by TEG Assets by contributing safety and security expertise during planning and design stages, ensuring appropriate controls during construction, and enabling operational readiness upon completion.

The role requires a leader who balances safety governance, operational discipline and enforcement with a collaborative and service-oriented approach to support a positive campus experience.

Key Responsibilities

Safety & Security Strategy, Governance & Compliance

• Establish and lead the overall Safety & Security framework, operating structure, governance model and strategic roadmap for TEG Assets-managed assets and developments.
• Develop, implement and continuously improve safety and security policies, SOPs, standards, procedures and escalation protocols.
• Ensure compliance with applicable safety, security, regulatory requirements, Auxiliary Police requirements, internal governance standards and audit requirements.
• Establish clear roles, responsibilities, escalation matrix and coordination protocols across TEG Assets, Taylor’s University, THM, Syopz, outsourced providers and stakeholders.
• Conduct regular safety and security risk assessments, compliance audits, inspections and corrective action monitoring.
• Provide safety and security performance updates, risk insights and recommendations to Senior Leadership.

Safety Risk Management & Prevention

• Own the safety risk management framework covering risk identification, assessment, mitigation and monitoring.
• Maintain safety and security risk registers covering assets, facilities, residences, retail, events, public areas and development activities.
• Establish preventive safety programmes to protect students, staff, visitors, tenants, contractors and assets.
• Analyse incidents, near misses and trends to identify root causes, emerging risks and preventive measures.
• Drive continuous improvement through incident learnings, benchmarking and proactive risk reduction initiatives.

Security Operations & Incident Management

• Lead safety and security operations for TEG Assets-managed areas including Boardwalk, Syopz, student residences, car parks and related facilities.
• Oversee Auxiliary Police, internal security personnel and outsourced security providers to ensure operational readiness and service excellence.
• Manage security manpower planning, deployment strategy, patrol effectiveness and operational standards.
• Lead investigations, incident reporting, evidence management, corrective actions and prevention plans within areas of responsibility.
• Coordinate with Taylor’s University to ensure aligned response and communication for campus-wide incidents.
• Ensure security operations balance enforcement, safety, professionalism and positive campus experience.

Emergency Response Management (ERMT) & Crisis Preparedness

• Own and lead the TEG Assets Emergency Response Management Team (ERMT) framework, emergency response structure and crisis preparedness programme.
• Ensure ERMT framework is aligned with Taylor’s University and relevant stakeholders to support a coordinated Taylor’s Lakeside Campus response.
• Develop and maintain emergency response plans covering fire, medical emergencies, security threats, natural disasters, water/lake incidents and other critical events.
• Coordinate emergency response with TU stakeholders, THM, Syopz, RE Operations, Group Communications and external emergency agencies.
• Conduct regular emergency drills, simulations, tabletop exercises and crisis readiness assessments.
• Lead post-incident reviews and ensure lessons learnt are translated into improved controls, training and SOP enhancements.

Permit-to-Work (PTW), Contractor & Third-Party Safety Management

• Own and govern the Permit-to-Work (PTW) framework for contractors, vendors and third-party activities within TEG Assets-managed areas and projects.
• Ensure risk assessments, method statements, approvals and safety controls are implemented before commencement of works.
• Monitor contractor activities to ensure compliance with safety requirements, regulations and approved procedures.
• Conduct site inspections, identify unsafe practices and ensure timely corrective actions.
• Establish accountability and reporting standards for contractor safety performance.

Development, Construction Safety & Operational Readiness

• Provide safety and security expertise during planning, design and development of new projects, refurbishments and asset enhancement initiatives.
• Review designs to ensure safety, security, surveillance, access control, emergency response and operational requirements are incorporated.
• Oversee safety and security requirements during construction activities managed by TEG Assets.
• Ensure construction works comply with safety standards, PTW requirements, site security protocols and regulatory obligations.
• Identify and manage construction-related risks to minimise impact to students, staff, visitors and ongoing campus activities.
• Ensure completed developments have appropriate safety systems, security infrastructure, SOPs, manpower plans and emergency readiness before operational handover.

Safety & Security Systems, Technology & Infrastructure

• Own the strategy, implementation and effectiveness of safety and security technology systems including CCTV, AI surveillance, access control, alarms and command centre operations.
• Ensure all safety and security systems are operational, monitored, maintained, tested and integrated into emergency response protocols.
• Establish monitoring standards, escalation procedures and response protocols for security alerts.
• Identify and implement technology improvements to enhance prevention, detection and response capability.
• Ensure technology roadmap supports future campus growth and development needs.

Workforce, Training & Employee Engagement

• Establish manpower structure, recruitment standards and competency requirements for safety and security personnel, Auxiliary Police and outsourced teams.
• Oversee selection, appointment, onboarding and performance standards of internal and outsourced security resources.
• Develop structured training programmes covering safety procedures, emergency response, crisis management, first aid, fire response, investigation skills, customer handling and operational readiness.
• Conduct regular competency assessments, refresher training and emergency response exercises.
• Build a professional, disciplined, service-oriented and safety-focused team culture.
• Drive employee engagement, communication and development initiatives to improve team morale, ownership and Staff NPS.
• Create an environment where teams feel valued, empowered and accountable for safety outcomes.

Stakeholder Alignment & Safety Culture

• Act as the key Safety & Security representative for TEG Assets, ensuring strong alignment with Taylor’s University and relevant stakeholders.
• Build partnerships with Police, Bomba, Civil Defence, local authorities and emergency agencies.
• Partner with internal stakeholders to strengthen safety and security coordination across Taylor’s Lakeside Campus.
• Support major campus events through safety planning, crowd management and risk assessment.
• Promote safety awareness and shared responsibility among students, staff, tenants, contractors and campus users.

Minimum Qualifications & Experience

• Bachelor’s Degree in Occupational Safety & Health, Safety Management, Risk Management, Security Management, Engineering, Facilities Management, Law Enforcement or related discipline.
• Minimum 12 years of experience in safety, security, risk management, emergency management, construction safety or large-scale facilities operations, preferably within campus, township, hospitality, commercial or public environments.
• Minimum 5 years in a leadership role overseeing multi-disciplinary safety and security functions, including internal teams, outsourced partners and emergency response teams.
