Job Summary

The Facility Management (FM) Engineer is responsible for the effective operation, maintenance, and management of all building systems and integrated facility services across assigned facilities. The role covers both Hard FM services (MEP systems, HVAC, electrical, plumbing, fire protection, ELV, BMS, and building fabric) and Soft FM services (housekeeping, security, landscaping, waste management, and external services).

The FM Engineer ensures facilities are safe, efficient, clean, secure, and fully operational while maintaining compliance with statutory requirements, HSE standards, and contractual obligations. The role includes managing technical teams, housekeeping, security, landscaping teams, and outsourced service providers while ensuring high service quality, client satisfaction, and continuous improvement.

Key Responsibilities

1. Technical Operations

  • Manage the daily operation and maintenance of MEP systems, including HVAC, electrical, plumbing, drainage, fire protection, fire alarm, ELV, BMS, and building fabric.
  • Develop, implement, and monitor Planned Preventive Maintenance (PPM) schedules.
  • Ensure timely response and resolution of corrective and reactive maintenance requests.
  • Coordinate breakdown maintenance activities to minimize equipment downtime and service disruption.
  • Conduct routine inspections, technical audits, and condition assessments to identify maintenance requirements and operational improvements.
  • Monitor equipment performance and recommend repair, replacement, or improvement solutions.
  • Ensure proper operation and maintenance of all critical systems and assets.

2. Soft FM Services Management

  • Manage and oversee soft services operations, including housekeeping, security, landscaping, waste management, and external cleaning services.
  • Supervise housekeeping, security, landscaping supervisors, staff, and outsourced service providers.
  • Ensure housekeeping activities are performed according to approved cleaning standards, schedules, and hygiene requirements.
  • Monitor landscaping activities, including irrigation systems, soft landscaping, hard landscaping, gardening, pest control, and external area maintenance.
  • Ensure landscape areas, common areas, and outdoor facilities are maintained to required quality standards.
  • Monitor security operations, including security patrols, access control, CCTV monitoring, visitor management, and emergency response procedures.
  • Coordinate with security teams to ensure a safe and secure environment for residents, visitors, and clients.
  • Conduct regular inspections and quality audits of housekeeping, security, and landscaping services.
  • Address service deficiencies, customer complaints, and implement corrective actions.
  • Ensure outsourced contractors comply with contractual requirements, KPIs, SLAs, and company standards.

3. Team Management & Supervision

  • Supervise technicians, supervisors, housekeeping staff, security personnel, landscaping teams, and outsourced service providers.
  • Allocate daily work assignments and monitor performance.
  • Ensure adequate manpower planning based on operational requirements.
  • Provide technical guidance, coaching, and on-the-job training.
  • Monitor attendance, productivity, and service quality.
  • Promote teamwork, accountability, and compliance with company policies and procedures.

4. Client & Contract Management

  • Maintain effective communication with clients, tenants, and stakeholders regarding facility operations and service delivery.
  • Attend client meetings and provide technical updates and operational reports.
  • Ensure achievement of contractual KPIs and Service Level Agreements (SLAs).
  • Handle client complaints and coordinate corrective actions.
  • Monitor contractor performance and prepare service evaluation reports.
  • Support contract reviews, mobilization activities, and service improvement initiatives.

5. Health, Safety & Compliance

  • Ensure compliance with local regulations, statutory requirements, environmental requirements, and company HSE policies.
  • Conduct regular safety inspections, risk assessments, and site audits.
  • Ensure completion of statutory testing, inspections, and certifications within required timelines.
  • Promote safe working practices and ensure proper use of PPE.
  • Ensure emergency procedures, evacuation plans, and incident reporting processes are implemented.
  • Monitor chemical handling, waste management, and environmental practices.

6. Asset & Maintenance Management

  • Maintain accurate records of assets, maintenance activities, and equipment history.
  • Utilize CAFM/CMMS systems for work orders, asset tracking, PPM scheduling, and reporting.
  • Maintain updated asset registers and technical documentation.
  • Monitor asset lifecycle performance and recommend repair, refurbishment, or replacement strategies.
  • Prepare maintenance reports, inspection reports, checklists, and technical documentation.
  • Monitor spare parts requirements and support procurement planning.

7. Quality Assurance & Continuous Improvement

  • Conduct quality inspections of completed maintenance, housekeeping, security, and landscaping activities.
  • Ensure services are delivered according to company quality standards and client expectations.
  • Identify opportunities for operational improvements, cost savings, sustainability, and energy efficiency.
  • Implement continuous improvement initiatives to enhance service delivery.
  • Support internal and external audits.

Qualifications

  • Bachelor’s Degree in Mechanical Engineering, Electrical Engineering, or related Engineering discipline.
  • Professional certification in Facility Management, Maintenance Management, or related field is an advantage.
  • Engineering membership or professional registration is preferred.

Experience

  • Minimum 5 years of experience in Facility Management, Property Management, or Building Maintenance.
  • Experience managing integrated FM services including Hard FM and Soft FM operations.
  • Experience managing commercial buildings, residential compounds, schools, hotels, hospitals, or mixed-use developments.
  • Experience managing maintenance teams, housekeeping, security, landscaping teams, and outsourced contractors.
  • GCC Facility Management experience is preferred.

Technical Skills

  • Strong knowledge of HVAC, electrical, plumbing, fire protection, fire alarm, ELV, BMS, and building maintenance systems.
  • Knowledge of landscaping operations, irrigation systems, gardening, and external area maintenance.
  • Knowledge of housekeeping standards, cleaning procedures, and hygiene requirements.
  • Knowledge of security operations, CCTV, access control, and visitor management systems.
  • Experience with CAFM/CMMS systems.
  • Ability to read engineering drawings and technical documentation.
  • Good understanding of preventive, corrective, and predictive maintenance strategies.
  • Knowledge of local authority regulations, HSE standards, and sustainability requirements.
