  1. To establish, implement, and govern the comprehensive protective security and safety framework for the RTS Link infrastructure and ICQ complex.
  2. Strategic Financial Governance: Managing and controlling O&M Security budget including strategic oversight and optimization of OPEX and CAPEX for safety & security related systems.
  3. Regulatory Compliance & High-Level Coordination: Upholding compliance with all bilateral and national safety & security regulations, (NIOSH, DOSH, DOE, Bilateral & Supplementary Agreement, Concessionaire Agreement), and coordinate effectively with all external stakeholders, including MY & SG Security Enforcement Agencies, RTSO.
  4. AP & CSG Unit Oversight: Establishing the MRTC Auxiliary Police unit and providing strategic direction and crisis management oversight over the unit’s deployment and operational readiness. Implementation of security manning using the MRTC Auxiliary Police and oversee all security measures and safety directives to ensure smooth, safe, and secure 24/7 operations and high standards of customer experience.

Your Role

  • Develop, implement, and oversee a comprehensive protective security and safety design in line with bilateral and national security regulations, (BA, Supplementary Agreement Concessionaire Agreement)
  • Ensure all operational systems and contracts maintain strict compliance with national safety and health regulations (NIOSH, DOSH, OSHA). This includes mandating and auditing vendor/contractor adherence to standards like ISO 45001:2018
  • Manage and provide technical oversight for all safety and security systems across RTS Link infrastructure, including the ICQ complex. To lead security manning and ensure vetting in place
  • Provide Strategic Financial Governance: Managing and controlling O&M security budget including driving budget optimization efforts, high level financial reporting and SLA monitoring
  • Lead the establishment, development, and operational readiness of the MRTC Auxiliary Police unit for the RTS Link Project. To engage with other team members, various stakeholders and contractors/consultants/related MY & SG Government Agencies/InfraCos/RTSO at the working level and monitor the implementation in order to resolve issues in timely manner with regards to Safety & Security operation
  • Provide strategic leadership, operational management, and crisis management for the Auxiliary Police and CSG unit, ensuring efficient resource allocation and coordination of personnel
  • Ensure all Auxiliary Police and CSG personnel carry out their responsibilities according to the Joint Standard Operating Procedures (JSOPs) and departmental SOPs
  • Serve as the Main Point of Contact (POC) for the Auxiliary Police, responsible for coordinating the first line of response among different stakeholders prior to hand over to Regular forces
  • .Support border control processes and security operations within the ICQ complex and Station, including surveillance and manning of KLTL areas such as the MY arrival hall and Joint CCTV monitoring room
  • Vendor and Contract Oversight: Overseeing high-value procurement and management of external service contracts, including the Service Level Agreement (SLA) for Build Technology, Security Screening Equipment, and Certified Security Guard (CSG) tenders

Requirement

  • Bachelor’s degree in Security Management, Criminology, Engineering, or equivalent
  • Minimum of 10-15 years of progressive experience in security management, with significant experience in transit, critical infrastructure, or cross-border operations, preferably having been involved in a similar set up like a Checkpoint or Transportation Gateway
  • Proven experience in managing a uniformed auxiliary force (e.g., Auxiliary Police or CSG) is highly desirable
  • In-depth knowledge of physical security systems (VSS, AMS, PIDS) and protective security measures
  • Familiarity with national security regulations and procedures concerning restricted areas (KLTL) and international bilateral agreements is an added advantage
  • Strong analytical skills with demonstrated ability in crisis management and incident response
  • Excellent communication, negotiation, and stakeholder management skills, particularly for government and cross-border agencies
