The Opportunity
One of our current programmes involves developing a sovereign energetics manufacturing capability as part of an initiative to rebuild critical defence industrial capacity. Our team is delivering a Feasibility Study by the end of August 2026, with a clear pathway to capital investment and facility construction.
We are looking for a Security Consultant covering physical security and cyber security for a new energetics manufacturing facility in the UK. The facility will store and process explosive materials under ER2014 licensing and will use an industrial control system for safety-critical process management. The consultant will form part of the wider Feasibility Study Team, which is managed by an experienced in-house project manager.
Scope of Work
- Assess physical security requirements against MoD standards for explosive sites, NPSA guidance, HSE requirements, and ER2014 security provisions.
- Develop a security infrastructure concept, including but not limited to perimeter fencing, intruder detection, CCTV, controlled access, vehicle barriers, security lighting, and guardhouse requirements.
- Assess cyber security requirements for the industrial control system against NCSC standards and IEC 62443, with particular attention to safety interlock integrity.
- Recommend a network architecture separating process control from corporate IT.
- Define a cyber security certification roadmap with milestones and timeline.
- Produce a combined physical and cyber security plan for inclusion in the feasibility study report.
Essential Experience
- Experience assessing physical security for sites storing or manufacturing explosives, or equivalent MoD/critical national infrastructure facilities.
- Familiarity with NPSA guidance and NCSC cyber security frameworks.
- Experience with ICS/SCADA/PLC cyber security assessment for safety-critical industrial control systems.
- Understanding of IEC 62443 and its application to process industry control systems.
Desirable Experience
- Former MoD security advisor or NPSA-approved consultant.
- Experience achieving Cyber Essentials Plus or equivalent certification for industrial OT environments.
- Previous work on defence explosive site security.
- Current security clearance desirable but not required for the feasibility study phase.
Contract Details
This is a fixed-term consultancy role to August 2026. There is scope for a permanent contract if the project progresses. Main office location is near Winchester, however the vast majority of the role can be conducted remotely so proximity to Winchester is not required, although desirable.
