Job Purpose
Plan, implement, and oversee aviation security programmes, systems, measures, and procedures for Emirates operations across stations in India in compliance with BCAS regulations, the National Civil Aviation Security Programme (NCASP), applicable Aircraft Security Rules, ICAO Annex 17, and Emirates Group Security requirements. Ensure effective mitigation of security risks through continuous threat assessment, security risk management, quality control activities, inspections, audits, and regulatory engagement. Monitor the effectiveness of security controls and station security programmes through regular evaluations, compliance reviews, and operational oversight, recommending enhancements to maintain the highest standards of aviation security, regulatory compliance, and operational resilience.
Job Outline
- Provide security oversight and ensure full compliance with BCAS regulations, NCASP requirements, Emirates AOSP, Corporate Security Standards, and applicable international aviation security requirements across all Emirates stations in India.
- Act as the principal security liaison with BCAS, DGCA, CISF, Airport Operators, Customs, Immigration, local Police, Intelligence Agencies, and other government authorities on all aviation security-related matters, regulatory inspections, security incidents, and contingency situations.
- Develop, implement, review, and maintain Station Security Programmes, security procedures, local contingency plans, and security operating instructions to address current and emerging threats to Emirates operations.
- Conduct regular station security audits, inspections, compliance monitoring activities, vulnerability assessments, and quality control reviews to ensure adherence to regulatory and company security requirements.
- Investigate security incidents, breaches, prohibited item detections, acts of unlawful interference, insider threats, security violations, and operational security concerns affecting aircraft, passengers, crew, staff, cargo, catering supplies, and company assets. Recommend corrective and preventive actions to mitigate future occurrences.
- Monitor and assess security risks, terrorism trends, geopolitical developments, civil unrest, and emerging threats impacting Emirates operations in India, providing timely security assessments and recommendations to senior management.
- Ensure effective implementation and oversight of passenger, baggage, cargo, mail, catering, aircraft security, access control, and security screening measures in accordance with BCAS and Emirates requirements.
- Coordinate with Ground Handling Agents, Airport Operators, Security Service Providers, Cargo Operators, and other stakeholders to ensure the effective delivery of aviation security controls and operational security requirements.
- Manage station security preparedness and response to security incidents, bomb threats, hijacking threats, emergency situations, security alerts, and crisis events, ensuring implementation of approved contingency procedures and effective stakeholder coordination.
- Review and evaluate security arrangements for high-risk flights, deportees, inadmissible passengers, persons in custody, special category passengers, and other security-sensitive operations to ensure the safety and security of aircraft, passengers, crew, and staff.
- Conduct security risk assessments for existing and proposed operations, new stations, changes in operational processes, and special events, recommending appropriate mitigating measures and security enhancements.
- Deliver, coordinate, and monitor aviation security training, awareness programmes, exercises, and drills for Emirates personnel and service providers to ensure regulatory compliance and operational readiness.
- Develop and monitor station security performance indicators, compliance metrics, and corrective action plans, ensuring continuous improvement of the security management system and security culture across the India network.
- Recommend appropriate security technologies, systems, and process improvements that balance operational efficiency, facilitation, regulatory compliance, and security effectiveness.
- Prepare comprehensive security reports, threat assessments, audit findings, regulatory responses, and management briefings, ensuring timely communication of significant security issues and recommendations to Emirates management and relevant authorities.
Position is based in Delhi – India
In-depth knowledge of BCAS regulations, the National Civil Aviation Security Programme (NCASP), Aircraft Security Rules, ICAO Annex 17, and applicable IATA security requirements. Comprehensive understanding of aviation security operations, including airport, airline, cargo, catering, and ground handling security functions across both airside and landside environments. Knowledge of threat assessment, risk management, security screening systems, access control measures, bomb threat management, bomb detection and disposal procedures, contingency planning, and extraordinary security measures in response to hijacking, acts of unlawful interference, accidents, and other aviation security incidents. Familiarity with aviation security audits, inspections, quality control programmes, and regulatory compliance requirements. Ability to effectively coordinate with BCAS, airport operators, law enforcement agencies, security service providers, and other stakeholders. Strong leadership, investigation, incident management, report writing, communication, presentation, training, and security programme implementation skills.
Qualification
Graduate or equivalent with a minimum of 8 years aviation industry exposure of which a minimum of 5 years should have been at a supervisory or managerial level in aviation or operational security
